Ho Chi Minh City Customs Department, Member Affairs Committee, Customs Department (VLA Association) coordinated to organize an online seminar: “Issuing & Accepting C/O – Draft new regulations” on 10/02 6/2022. The workshop aims to synthesize, comment, contribute, and practice the problems that enterprises are facing in order to effectively serve the management and business activities of enterprises.

In the field of import and export, customs declaration, confirming the origin of goods, accepting C/O is always a difficult job; have a great impact on export/import tax and there are many potentialities that may arise, causing risks to import and export activities of enterprises and state management agencies.

The documents guiding the activities of certification of origin have been issued since 2018, then have been adjusted and supplemented to suit the recent "trade agreements" that Vietnam has signed such as EVFTA, CPTPP, RCEP... but most of them are fragmented, have not solved the difficult problems in practice.

The General Department of Customs (Ministry of Finance) is developing a draft guiding circular to replace Circulars No. 38/2018/TT-BTC; 62/2019/TT-BTC, 47/2020/TT-BTC and 07/2021/TT-BTC to facilitate import-export activities of enterprises, in line with commercial practice and international commitments in new generation FTAs.

Before the Circular is promulgated and officially put into effect, the General Department of Customs will organize consultations with businesses and people on the above drafts. Before the General Department of Customs consulted, the Customs Procedures Department and Trade Facilitation Department (under the VLA) realized that it was necessary to have a quick workshop beforehand to attract the interest of the business community and at the same time synthesize opinions contributionsactual problems that enterprises are facing in order to effectively serve the management and business activities of enterprises.

- The workshop is expected to last for 2 hours, divided into two parts:
Part 1: Summary of new points in the draft to replace Circular 38/2018/TT-BTC presented by HQTPHCM
Part 2: Enterprises discuss directly with CO experts of Ho Chi Minh City Customs Department about difficulties and inadequacies in practice when submitting CO certification and approval.
